This unidentified person is a preacher at Jasper's fake funeral who appears in Rowley Jefferson's Awesome Friendly Spooky Stories.[1]
When Jasper enters his fake funeral, he thinks he is dead because the preacher said he died by getting struck by lightning while toilet papering someone's house. When Jasper realised it was a prank, the preacher pulled another prank on Jasper saying that it was a double prank as the day before a meteor wiped the village out. Since Jasper always wanted to travel and if he was a ghost, he could fly he climbed the top of a lighthouse and aimed himself towards Paris. The preacher then thought he took the prank too far.
