This Unidentified Man is the mayor of Slacksville, the rival town of Plainview. He appears in Big Shot.
Every year, Plainview has a giant bonfire in the park on the fourth of July and this year the mayor of Slacksville contacted the Mayor of Plainview and told her that they would donate wood for Plainview's bonfire. However, the wood was chemically treated, and the Mayor of Plainview called the Slacksville Mayor, who laughed at the situation. Greg speculates that the mayor of Slacksville already knew that the wood was chemically treated and they were doing that just to get revenge on Plainview.
